Low volatility makes eyebrows twitch

The Bank of England is surprised at investors’ optimism, shown by the lack of demand for insurance against future rate rises. But the strange thing, says FT investment editor James Mackintosh, is not the market's lack of concern, but the fact that the BoE is surprised by it.
