Russia floats idea of oil output cut

Russia’s energy minister says he is ready to meet Opec members to discuss oil production cuts. That has triggered a large move in oil prices, which have risen more than 20 per cent since last week’s low of $27 a barrel. But is a deal likely? Neil Hume reports.
