ISDA chair warns on derivatives rules

Stephen O'Connor, the chairman of the International Swaps and Derivatives Association and a managing director at Morgan Stanley, tells the FT’s Michael Mackenzie that Dodd-Frank derivatives rules could impose different regulations across borders, which would impact banks caught in the middle and potentially be bad for liquidity.
